According to the records of the Detroit Water & Sewerage Department, the water line from the street to the house has been cut. The water service line will need to be replaced and reconnected to the water main as part of the purchase requirement to rehabilitate the property. This may require the replacement of the entire water service line.  The purchaser will be solely responsible for these repairs, including external and internal plumbing, which can exceed $10,000 or more.
